THE MANDATE OF DODE

To increase access to, and participation in education and training, and promote lifelong learning for the out-of–school children (OOSC), youths and adults.
To provide quality education and training through the Alternative Modes of Education Provision (AMEP), in mainstream schools and AMEP Centres.
The primary focus is to expand access to education by providing opportunities to children, youths and adults, particularly the out-of-school learners, the school drop outs, push outs, and the never-been to school who are unable to access the conventional or regular schooling mode.

The Directorate of Open and Distance Education (DODE), is one of the Directorates in the Ministry of Education.
It has been providing Secondary Distance Education since independence, to those learners who wanted to upgrade their academic qualifications to General Certificate Education (GCE) level.

THE THREE UNITS OF DODE

EDUCATIONAL BROADCASTING SERVICES (EBS) UNIT

This unit has two sections; namely, the Radio in Lusaka and Television in Kitwe. Its mandate is to design, develop and produce educational interactive instructional lessons using the electronic media, and Information Communication Technology (ICT) gadgets such as computers and laptops. It also coordinates video conferencing and audio-visual aids educational materials for use by learners at all levels of education.

OPEN LEARNING (OL) UNIT

This unit is responsible for coordinating and providing access to education using the face-to-face mode of delivery (classroom type) through: - Open Learning Classes which are conducted in the: Afternoon (for afternoon classes) Evening (for evening classes), and Correctional Facilities ( for inmates) There is also one important proramme coordinated by Open Learning (OL) unit called Youth and Adult Literacy Education (YALE) This is one of the key programmes which is provided alongside Early Childhood Education (ECE), Primary and Secondary Education. This programme is meant for adults who might have missed their early grade schooling so that they could catch-up with other regular learners. YALE provides both basic skills (reading and writing) and functional skills (hands-on skills).

DISTANCE LEARNINMG (DL) UNIT

This unit coordinates and promotes access to, and participation in education through the Distance Learning mode for the out of school children, youths and adults. under this unit, is the Zambia College of Distance Education (ZACODE), whose function is to provide secondary distance education through Self-Learning Materials (SLM) via printed materials and electronic school education.
